I think this would have different definitions depending on where you’re talking about. A blase definition is to say that rural water supply is a descriptor for water supply to non-urban areas, however this can be essentially the same as urban supply except for reticulation distances and perhaps the scale of communal treatment facilities. 

Maybe the place to start with rural water supply is to decide how small a supply scheme has to be for it to start to become different in any important way from urban supplies. I would suggest that this breakover comes at the point where supply becomes the responsibility of users alone rather than being the responsibility of a city authority or a local authority, so anything from a shared private group water scheme down to a spring from which water is fetched to serve a single user would be classified as a rural water supply scheme.
