Invitation for Prequalification – Reconstruction of the MoLNR Headquarters

SPN Open for submission Closes 30 October 2026, 10:00 am

The Government of Vanuatu, through the Ministry of Lands and Natural Resources, invites eligible applicants to apply for prequalification for the reconstruction of the MoLNR Headquarters at the George Pompidou site, Port Vila. The works cover up to approximately 2,000 square metres of accommodation with associated structural, architectural, building-services and external works. They will be delivered as one integrated contract with two separable portions. Applicants will be assessed for the complete scope.

Procurement follows an open national competitive approach under the World Bank Procurement Regulations for IPF Borrowers (September 2025). Stage 1 is prequalification. In Stage 2, a one-envelope Request for Bids, expected in February 2027, will be issued to prequalified applicants only.

Applications must be delivered in clearly marked envelopes to the VARS Project Management Unit, Resource Centre, George Pompidou Area, Port Vila, by the closing time. Late applications will be returned unopened.
