ESMASP Real Estate Agent/Firm

The Government of Vanuatu, through the Ministry of Lands and Natural Resources (MoLNR) and the World Bank-funded Vanuatu Affordable and Resilient Settlements (VARS) Project, invites eligible real estate agents and firms to express interest in supporting the sales and settlement of the Elol Etas (Etas Gardens) Subdivision in Greater Port Vila.

About the Subdivision

Elol Etas is a pilot, government-led subdivision providing affordable, resilient serviced lots for low- and lower-middle-income Ni-Vanuatu households. It has 136 lots: 130 residential and 6 non-residential (market, parks and reserves). Six residential lots have already gone to the customary landowner families, leaving 124 residential lots for sale through the Elol Etas Subdivision Marketing, Allocation and Sale Process (ESMASP).

  • Typical lot size: 400 m², with pedestrian-focused laneways
  • Tenure: standard derivative lease
  • Sale price: Vt 1.71 million per lot, regardless of size or location

Scope of the Assignment

Marketing, applicant registration, eligibility checks and lot allocation have already been completed by the Project. This is mainly an administrative sales coordination and settlement role. Working from the list of allocated purchasers, the Agent will:

  • support allocated purchasers through the sales process;
  • prepare and manage purchaser documentation, including the Sale and Purchase Agreement;
  • collect and hold purchaser deposits in a dedicated trust account; and
  • coordinate with the vendor's Conveyancing Lawyer through to settlement and registration of lease transfers.

The Agent reports to MoLNR, with the ESMASP Manager (VARS PMU) as supervising officer. The duty station is the PMU, MoLNR, Port Vila, and the assignment runs for up to 14 months from contract start. Full details of included and excluded services are in the Terms of Reference.

Minimum Qualifications

  • Registered and licensed to operate as a real estate agent or agency in Vanuatu, with at least 5 years' experience in property sales (subdivision or multi-lot sales preferred). This may be shown through the track record of the proposed key personnel.
  • Proven experience coordinating sales transactions, purchaser documentation and settlements.
  • Experience working with government agencies and community stakeholders, and good knowledge of the local market.
  • Experience in trust account management and real estate regulatory compliance.

Key personnel: a Lead Sales Coordinator (Principal Agent), a licensed agent with at least 5 years' relevant experience who communicates well in Bislama and English; and Trust Account / Administration Support with experience in trust account operation, record-keeping and monthly reconciliations. Sole practitioners may cover both roles.

Selection and Submission

A consultant will be selected using the Least Cost Selection (LCS) method under the World Bank Procurement Regulations for IPF Borrowers (Seventh Edition, September 2025). Applicants should note the World Bank's conflict of interest policy (Section III, paragraphs 3.15–3.17).
